摘    要:现代企业的竞争也就是人才的竞争。招募,选择,保留高素质的人才是企业赖以生存和发展的基础。西方人力资源理论及其企业招募选择员工的程序,为中国国有企业的员工招募问题,提供了借鉴性建议。并将推动中国的国有企业在激烈的市场竞争中持续发展。

Abstract:Competition among modern business is just the competition of talents, to employ, to choose and to maintain the talents of high quality is the fundament of a business' existence and development. The management theory of human resources and procedure of labors' employment in West have a good reference to the state-owned enterprises in China and add a powerful push of its sustainable development in the sharp world competition.
