| 摘 要： | 西部脱贫是解决我国农村贫困问题的关键。目前西部农村尚有大量贫困人口，扶贫工作任务重、难度大、存在问题较多。现阶段扶贫工作可采取改善贫困地区基本生存条件，开发移民，建立以政府为主导的多元化扶贫主体，提高贫困地区人口素质等措施，以此实施西部农村脱贫。
