| 摘 要： | 欧债危机,有学者将其原因归咎于高福利制度的观点显然有失偏颇,因为无论从欧洲福利制度在发展过程中所起的作用,还是从经济危机对债务危机最为严重的"欧猪五国"的财政赤字率和负债率的影响,或者欧元区各国无法摆脱经济危机的困扰进而陷入主权债务危机的根源来看都足以证明,福利制度并非是欧债危机爆发的罪魁祸首。而优化制度设计,完善制度管理,坚持以政府为主体,政府、社会和个人责任共担,实现社会保障的制度覆盖到实际全覆盖,对于我国社会保障制度应对经济危机的作用不容忽视。

| Abstract: | Many scholars falsely attribute Euro debt crisis to high level social security.If we look into the role played by social security system in the process of social development,the influence of economic crisis upon fiscal deficit ratio and debt ratio in "PIIGS"(Portugal,Italy,Ireland,Greece and Spain) which suffered most seriously from debt crisis or the root of the European sovereign debt crisis,we will understand that high level social security system is not the major culprit of Euro debt crisis.Therefore,when our social security system reacts to economic crisis,the system design optimization,system management improvement cannot be neglected.Furthermore,we should stick to a "government-oriented" system and insist on the practice of sharing the responsibility collectively by government,society as well as individual in order to realize a social security system that benefits every social member. |
