| 摘 要： | 加强党的执政能力建设是决定执政党生死存亡的一项根本建设,也是今天构建社会主义和谐社会的重大课题。不断发展、完善并认真落实党内的民主集中制,推进党内关系民主化;改革和完善党的领导体制和工作机制,进一步规范党政关系;充分重视和不断完善党的基层组织的制度建设,真正发挥党的基层组织在整个社会生活中的战斗堡垒作用;推进社会管理体制创新,增强党管理社会事务的本领,这是加强党的执政能力建设,提高党的执政能力最为重要的制度途径。

| Abstract: | It is a fundamental building to reinforce the Party's ability to govern that decide the ruling Party's survival,and it is also an important task of building a socialist harmonious society.The most important system ways to reinforce the building of the Party's governing ability and improve the Party's ability to govern are these: developing and improving and seriously implementing the Party's democratic centralism continuously to promote the democratization of the Party,reforming and improving the Party's leadership system and working mechanism to further regulate the relationship between the Party and the government,attaching adequate importance to and constantly perfecting the Party's grass-roots organizations'system building to indeed play the role as a fighting force of the Party's grass-roots organizations in the entire social life,and promoting innovation in social management systems to enhance the Party's ability to manage social affairs. |
