| Abstract: | To resolve the contradiction between exclusive intellectual property rights and public library rights is the key to balance the intellectual property rights and the library rights.To achieve the optimal allocation between them must begin from the political,legal and market mechanisms perspective,through a variety of paths and methods,and in a comprehensive and dynamic manner. |
