| 摘 要： | 各级党委由各级党员代表大会或党员大会选举产生，在代表大会闭会期间，作为党的领导机关负责党的领导工作。充分发挥党委会作用，是维护党的团结统一，增强党的凝聚力和战斗力的重要保证，是建立健全科学的领导体制和工作机制的坚实基础。是推进党内民主建设的重要途径。充分发挥党委会作用的关键是党委书记应具有平等的观念，正确处理好与班子成员的关系。充分发挥党委会作用的途径是进一步发挥党委全体会议的作用，完善党的委员会制度及其党委内部的议事和决策机制。

| Abstract: | All levels of Party Committees generate from relative levels of Party Congress or Party Member Meeting.In adjourning time,Party Committees are responsible for leading the work of the Party.So,Exerting the function of Party Committees is a guarantee to keep our Party unite and solid and strengthen the cohesion and combat capability of our Party.It is a solid basis for establishing scientific leading system and decision-making system.It is a important way to push forward the inner Party democracy |
