| 摘 要： | 本就投资软环境的社会政治环境、法律环境、经济环境、财务环境、服务环境在调研的基础上进行了分析，并就为改善我省投资软环境，在改革观念、培植新的增长点、降低企业运营成本、打造“信用”政府、树立“人才第一资源”理念、发展民营经济等方面，提出了一些建议。

| Abstract: | Based on investigations and researches,this article conducts an analysis of soft environments for investment,including social and political,legal,economic,financial,and service environments.To improve the soft environment for investment in Qinghai Province,the paper puts forward the following suggestions:the change of ideas,the cultivation of new growing points,the reduction of enterprise operation costs,the creation of "credit" government,the establishment of "human-talents-are-the-primary-resources" concept,and the development of indivedually-run economy. |
