| 摘 要： | 对首都图书馆联盟中高校图书馆对社会开放的情况进行实地调研，比较两年来对社会开放承诺的落实情况，指出高校图书馆对社会开放实质性进展不大。收集社会民众与图书馆管理者对高校图书馆对社会开放的意见，提出高校图书馆对社会开放的实施建议，要在修订相关法规的基础上，教育主管部门、学校管理者、图书馆三方面共同推进高校图书馆对社会开放的进程。

| Abstract: | It has been two years since university libraries in the capital library union opened to the public. On the basis of on sit research, realization degree of the commitments is compared, and suggestions from both the public and library faculties are collected. Then it concludes that ministers in education department, administrators in university, and university libraries need to join hand to further complete the policy, to fully achieve the goal. |
