| 摘 要： | 面对世界性的知识经济挑战，黑龙江省国有企业在重振雄风的二次创业中，必须把技术创新放在突出位置，多年来，我省在搞活国有企业的思路上始终摇摇摆摆，至今仍未把开展技术创新作为的知国有企业的根本问题来思考。由于没有抓住根本问题来思考。由于没有抓住根本，尽管试探了多种办法，都难以奏效，企业始终走不出困境，因此，目前我省经济发展的当务之急，就是要把企业的行为真正转移到依靠技术创新的轨道上来。

| Abstract: | Facing the world-wide challenge of Knowledge economy, state-owned enterprises in province Heilongjiang must put technological innovation in an outstanding position in refounding an undertaking. For years in province Heilongjiang there has been constant vacillation in the train of thought about how to vitalize the state-owned enterprises. Up to now technological innovation has not been considered as the fundamental matter to vitalize the state-owned enterprises. Although many way have been tried, they are not effectual because the essence of the matter has not been seized yet. The enterprises still have not extricated themselves from the predicament. Therefore, the burning issue of the day of devel-oping the economy in province Heilongjiang is to transfer the activities of enterprises to the path of relying on technological innovation. |
