| 摘 要： | 体育权利是实现人们身心健康的权利,是一项基本人权.根据国际人权公约和各国 残疾人保护法,以及各国立法的成功经验,结合我国高校特殊群体学生的体育教学工作实 际,就保护特殊群体学生体育权利的问题,提出立法建议:建立特殊群体体育权保护法；完 善体育权保护法律条文；制定配套相关法规；强化法律实施监督；加强普法教育活动.以进 一步规范和完善大学生特殊群体体育权法律制度,确保特殊群体学生的体育权利能得以充 分实现,使其获得身心的全面、协调、健康发展.
