| 摘 要： | 电力供需存在总量性矛盾和电网约束，我国电力工业体制改革的宏观目标应定位于实现可持续发展。电力工业实现可持续发展需要切实转变发展模式，正确处理国民经济发展与环境保护的关系，把实现可持续发展纳入国家能源安全战略，要调整国家产业政策和国民经济产业结构，解决能源资源利用效率不高的问题。推进全国联网，规范、引导电力工业实现可持续发展，为经济社会和谐发展提供有力支撑。

| Abstract: | There are total amount shortage and power grid restriction in China's power industry. It should reform the traditional model, lay emphasis on sustainable development, make development collaborate to environment. The industrial policy and economic industrial structure should adjust to the newly sustainable development model. We should bring the model into the national energy safety strategy, solve the problem of inefficentive exploiting for energy resource, promote national power net, standardize and guild the sustainable development of power industry to support the harmonious progress of economy and society. |
