| Abstract: | The accurate comprehension of the strategic intent of the connotative de- velopment of higher education in our country must be based on the fundamental realities of our country and the objective study and judging of the basic situation of higher educa- tion in a global context in the new century. The common understating of both the colleges and universities and the society on the key issues and key points of policy related to the connotative development of higher education must be consistent,forming more powerful resultant force. |
