| 摘 要： | 随着高等教育进入新的改革期、发展期,高校一方面要适应我国经济社会发展方式的转变,另一方面要主动实现发展理念、人才培养模式和管理战略的实质性转变。在发展理念方面,要在全面贯彻落实科学发展观的各项要求的前提下,努力营造＂创新发展、开放发展、和谐发展＂的氛围;在管理战略方面,要大力实施＂质量立校、特色兴校、学科强校、人才名校＂战略。
