| 摘 要： | 大学章程是现代大学制度构建的根源,在大学内部治理中具有领导和制约其它规章制度的作用。以大学章程制定为契机,对高校学术管理和发展做出明确的规范和约束,有利于大学学术竞争力的提升。新疆高校的学术竞争力普遍不高,其原因是多样的,其中行政权力过大是其主要原因。以大学章程的合理制定来规范内部治理制度并提升学术竞争力是新疆高校获得持续发展的重要途径之一,也是新疆高校治理逐步走向规范化、合理化、法制化的起点。
