| 摘 要： | 自汉武帝设州刺史制度，到王莽执政时期，曾两次改州刺史为州牧。这两次改动不但使州刺史的地位提高，即由原来的六百石小史--跃而与九卿三公平齐，且使州的性质也发生了变化，即由原来的监察机构变为一级行政机构。正是这个变化对东汉及魏晋时期的政治、经济产生了很大的影响。

| Abstract: | The systems of state CiShi has been changed to that of ZhouMu twice during the period from emperor Wu of Han Dynasty,who first adopted the system of state CiShi,to the reign of Wangmang.These changes not only elevated the states of CiShi from the original mandarin with a payment of six hundreds Dan to the high rank on an equal footing with ministers and dukes,but also transform the nature of the state from being a supervisory organ to the grade one administration. It is these changes that have greatly influenced the political situation and economic development of the Eastern Han dynasty and Wei Jin dynasty. |
