| 摘 要： | 特殊教育的发展水平是衡量一个国家社会发展水平的重要标准。美国作为世界上特殊教育最为发达的国家之一,特殊教育立法的作用功不可没。本文考察其特殊教育立法进程、特点以及对加快完善我国特殊教育法律体系的重要启示。
