| 摘 要： | 欠发达地区在承接产业转移的过程中,首先要分析本地域存在的优势和劣势,结合外生比较优势、内生比较优势和交易效率等原则,根据自身的优势有选择地承接发达地区的转移产业。通过承接产业转移与园区建设相结合,实施以资源为基础、以产业链为纽带、以园区为载体的产业发展模式,是现阶段欠发达地区加快实现产业承接的重要途径;通过建立园区并提供一定优惠政策、引导产业链相关因素集聚、完善园区基础设施等方式,可以有效地改进园区交易效率,并且构建利于内生比较优势形成的环境,从而实现经济发展的"综合优势赶超"。这也充分说明适度的政府干预是区域加速产业承接不可或缺的重要手段,并在承接产业转移战略过程中发挥重要的作用

| Abstract: | In the less developed areas in the process of undertaking industrial transfer,first of all,it is necessary to analyze the advantages and disadvantages of the local,combined with principles of exogenous comparative advantages,endogenous comparative advantages and trading efficiency,and undertake the transferred industries selectively according to their own advantage.By combining undertaking transferred industries and parks construction,implementing industrial development patterns based on resources,bonded by industrial chain,loaded by park constructions,is the important pathway of accelerating undertaking industrial realization of less developed areas at this stage.Establishing parks and providing certain preferential policies,booting related factors of industrial chain gathering,and perfecting park basic facilities can improve park trading efficiency,and construct environment which is good for the forming of endogenous comparative advantages,to realize economic development of "comprehensive advantage overtaking".This fully illustrates that a moderate amount of government intervention is the indispensable means of accelerating undertaking regional industries,and plays an important role in the process of industrial transferring strategy. |
