| 摘 要： | 俄罗斯是世界上拥有最多联邦主体的联邦国家,其联邦体制是不成熟的制度,它所表现出来的形式和内容都是极其复杂和独特的。俄罗斯联邦制构成的复杂性、联邦主体的非均衡性、宪法—条约联邦模式以及俄总统驻俄联邦区全权代表制度都体现出俄罗斯联邦制的特殊性。同时,这种特殊的制度也面临着各种挑战。
