| 摘 要： | 发展思路对战略性新兴产业进程和成败影响深远,它应当是充分论证和统筹兼顾基础上的前瞻性战略思考,同时又是针对现实有可操作性的行动指南。战略性新兴产业推进策略应坚持研发优先、创新驱动而非投资驱动。政府工作应当正确定位于机制设计以激活创新动力,并以政策调控改善发展环境,而让市场主导微观项目的具体实现。

| Abstract: | Development concepts of the strategic emergent industry have great influence on the strategic emergent industry.The development strategy of strategic emergent industry should take R&D as the first step,and insist innovation push rath than investment push.The improtant tasks the government facing are establishment a reasonable mechanism to activate innovation,and improvement of developmental enviroment by policy regultion,which means the realization of market-orientation. |
