| 摘 要： | 应急资源是有效应对突发事件的重要物质基础,但是中国传统的分地区分部门分灾种的应急资源实物储备存在诸多弊端,为此提出多元信息化储备.由单一化变为多元化,即储备主体由单一的政府部门转变为政府、军队和企事业单位相结合,储备方式由实物储备转变为实物储备与市场储备、技术人才储备和生产能力储备相结合;由实物化转为信息化,即实时掌握应急资源的自身特性、生产厂家、专业人才和关键技术、现有实物储备和各储备点的相关信息,形成反应迅速、调度灵活的联合储备体系.可实现储备资源共享,避免重复浪费,提高储备资源的利用率,降低储备总量,减少储备损失,合理化储备的品种结构数量.

But there are many disadvantages of the Chinese traditional material reserve method in which the resources are separately reserved in different regions and sections according to disaster kinds.
