| 摘 要： | 中国是一个较为强调行政区划的国家，行政区划在区域的发展过程中起着重要的作用。但是，当经济发展到一定阶段时，过分强调行政边界有时会阻碍创新活动的进行。提出了跨行政区域创新体系的概念，并以此为框架对我国长三角创新体系进行了深入的分析，并就如何建设跨行政区域创新体系提出相应的建议。
