| 摘 要： | 房地产业是国民经济的主要组成部分,随着天津房地产业的发展,有关法规、规章的不适应问题日益突出。市场经济要求房地产业成为规范的法制经济,完善立法、有法可依是促进房地产业持续、快速、健康发展的前提和保证;依法行政是加强房地产业法制建设的重要环节,要做到约束制度化、监察经常化、监督社会化、处罚公开化。

| Abstract: | The real estate industry is one of the main parts of the national economy.With the development of Tianjin real estate industry,the unadapted problems about statutes and rules became more and more outstanding.It is the demand of market economy to make the real estate industry be a legalized economy.It is the premise and guarantee of promoting the sustainable,fast and healthy development of real estate industry to improve the legislation and make the law existed.Meanwhile,it is the important part of strengthening the law construction of real estate industry to exercise the administrative functions according to law.The restriction should be made as a system,the control should become frequent,the supervision should be made social and the punishment should be opened. |
