| 摘 要： | 我国省级行政区界犬牙交错,破坏了经济区域完整性;市管县体制利少弊多;市辖区偏小,管理功 能萎缩;乡镇管理幅度小,成本高。统筹区域发展,必须改革我国行政区划:乡级政府改为派出性机构;市区政权 与街道办事处合并为区管委会;直辖市改为都,下辖管委会、县、市,划小省份,扩大县域,实行省直接管县体制。

| Abstract: | Provincial-level administrative division destrores the completion of the economic area. There are less advantages but more disadvanlages in the system in which the city governs the comities. The function of the smaller district which is governed by the city shrinks, the management of the villages and towns cover a small scope but cause high cost. We must reform the administrative divisions of our nation if we want an overall development. The township - level finance should be changed into an agency. The management sope of the country-level finance should be rea-sonable. The district authority and the street agency should be integrated into the district management committee. The municipality should become metropolis which consists of committee, county and city. The province which should become smaller directly has jurisdiction over the conutry. |
