| Abstract: | This problem has existed for a long time, but there are nobody can deal with it well. Although lots of scholars and experts have advanced their viewpoints, they can not make an agreement. To settle this problem, I think the first step is to make the people who must take on the obligations not to flee away. But the results are so disadvantageous to them, why they can choose escaping but not to do so? |
