| 摘 要： | “以德治国”思想与传统“德治”思想从内容到实质都有着极大区别，是具有科学内涵的新型的社会主义“德治”观，也是对“依法治国”的坚持和补充，实施“以德治国”方略，须建立起与社会主义市场经济相适应的社会主义道德体系。

| Abstract: | The idea of moral governance of the state, as an upholding and supplement to ruling by law, is a completely new socialist general plan with a scientific content, quite different in substance from traditional moral governance of a state. And the enforcement of the general plan must be based on building up such a moral system fit in with the socialist market economy. |
