| 摘 要： | 清末新政前后 ,地方督抚权力不断增长 ,逐渐成为一支独立的能够左右清廷政局的政治力量。晚清督抚不仅积极倡导新政 ,参与新政决策 ,还对科举制度的废除、君主立宪制的推行等产生了至关重要的影响。形成“督抚新政”的原因 ,主要是由于中央权威和政治信誉的下降 ,而地方督抚较之中央具有更多易于变通的因素 ,加上因民族危机、统治危机而产生的忧患意识激发了督抚自身思想的转化 ,使其对清末新政的领导起到了无可替代的作用

| Abstract: | Before and after the Constitutional Reform at the end of the Qing Dynasty,the power of local governors and inspectors was on the increase and grew into an independent political force which could influence the political situation in the Qing Dynasty. The governors and inspectors not only initiated the Constitutional Reform and participated in its decision, but also played a vital role in the abolition of Imperial Examination System and in pursuit of the Constitutional monarchy. The reasons for the Constitutional Reform conducted by local governors and inspectors were mainly that the central authority and its political prestige were on the decline and that local governors and inspectors were more flexible compared with the former. In addition, the anxiety awareness produced by the national crisis and the government crisis brought local governors and inspectors around, which made them play an irreplaceable part in leading the Constitutional Reform at the end of the Qing Dynasty. |
