| 摘 要： | 民族国家就是以民族为核心，民族与国家合二为一的主权国家。民族国家形成时期，英国人把英国称为一个帝国，民族国家和帝国联系了起来。他们认为，不论民族国家还是帝国，其主权是一国之内的最高权力，而且主权国家在国际社会中处于独立平等的地位。正是在民族意识增强和民族国家发展的过程中，英国人的帝国思想才开发萌芽。

| Abstract: | A nation - state is a sovereign state in which the people and the state are an entity and whose score is this people. The formation of the nation- state is necessary conclusion of the development of the English secular royal rights. In the formation of the nation - state the English called England an Empire. No matter what was, a nation - State or an Empire, they thought, a Sovereign State in modern sense. She must enjoy the equal and independent rights the same as others state'. It is during the strengthening national consciousness and the development of the English nation - state that there were rudimentary imperial ideas. |
