| 摘 要： | 美国在对西部和南部开发时，充分发挥联邦政府的职能，有针对性地制定了大量有效的法律，保证了开发的顺利实施和市场体制的建立。这些经验不仅对我国的西部大开发战略有益，而且对内蒙古自治区的现代化进程也提供了借鉴。
