| 摘 要： | 仪器设备是高校特别是工科类高校教学科研和服务社会的重要支撑,事关教学科研工作的准确性和前沿性。最终采购结果的整体满意度与招标人密切相关,因此强化招标人主体责任,最大限度调动招标人的主观能动性,可最大程度优化中标结果和满意度。招标人在前期充分参与市场调研,提供完整、合规、可量化的采购需求,便于快速编制招标文件;在中期参与设计招标方案和评标办法,保障开评标的顺利进行;在后期参与验收履约和评估中标结果,招标人的主体责任愈加凸显;在招投标全生命周期参与招标全流程,强化招标人在设备招标中的主体责任,全方位提升招标质量,打造更好的营商环境。

| Abstract: | Equipment is an important support for teaching and scientific research and serving the society in Colleges and universities,especially in engineering universities,It is related to the accuracy and frontier of teaching and scientific research.The overall satisfaction of the final purchase result is closely related to the bid inviting party,Therefore,the main responsibility of the bid inviting party should be strengthened,Maximize the subjective initiative of the bid inviting party,It can optimize the bidding result and satisfaction to the greatest extent.The bidder shall fully participate in market research in the early stage,Provide complete,compliant and quantifiable procurement requirements,It is convenient for rapid preparation of bidding documents;Participate in the design of Bidding Schemes and bid evaluation methods in the mediumterm,Ensure the smooth progress of bid opening and evaluation;Participate in the acceptance,performance and evaluation of bid winning results in the later stage,The main responsibility of the bidder is more and more prominent;Participate in the whole bidding process in the whole life cycle of bidding,Strengthen the main responsibility of the bidder in the equipment bidding,Improve the quality of bidding in all aspects,Create a better business environment. |
