| 摘 要： | 20世纪70年代以来,社会管理模式经历了从单纯的行政管理到社区治理的转变。这既反映了社会管理理论的巨大转变,也反映了复杂多变的现代社会发展要求。在和谐社会的背景下如何发展和推进社区治理工作,是摆在研究者和决策者面前的重大理论问题和实践问题。在经验总结的基础上寻找一条社区建设和社区治理的可行之路,为和谐社会与和谐社区建设提供理论上的指导。
