| 摘 要： | 中国社会保障面临的突出问题是:社会保障覆盖面过窄,扩面受到现有体制和管理机制的约束;统筹层次偏低,提升统筹层次受到区域发展不均衡和地方既得利益的阻碍;几种主要社会保险制度均面临财务上不可持续问题,尤其是养老保险潜在的资金缺口巨大。突破我国社会保障困境的关键是强化政府责任。强化政府资金投入职责,承担起对"隐性社会保障债务"的清偿责任;强化政府的社会保障立法职责和管理职责,建立以中央政府为主导,采取中央政府集中管理与地方政府分级管理的、统一立法、统一政策和统一制度的社会保障治理结构;合理划分中央政府责任和地方政府责任,并在人大立法中对此予以明确。

| Abstract: | The prominent problems of Chinese social security system are that: social security coverage is limited,expanding bound by the existing structure and management mechanism;the level of plan as a whole is low, upgrading.It has been hindered by uneven regional development and local vested interests,several major social insurance systems are facing financial unsustainable problems,in particular a huge shortfall in funds for pension insurance potential.Based on the analysis of the difficulties faced by Chinese social security reform and its causes,the paper clearly proposes that for breakthrough in Chinese social security predicament,the key is to strengthen the government responsibility.Strengthen the government's funding responsibilities to assume "hidden social security debt" liquidity;strengthen the government's management of social security Legislative duties and responsibilities.Creating a social security management structure,which is central government-led,centralized management of the central government and local governments at different levels,harmonization of legislation,policy and uniform system;dividing rationally responsibility of the central government and local government responsibility,and it is to be made clear on the legislation by the NPC. |
