| 摘 要： | 自上而下城市化和自下而上城市是中国计划经济条件下和市场导向改革时期出现的两种城市化模式，均具有显著的中国特色，文中立足现代新制度经济学的视野，分别从制度安排的宪法秩序、制度供给主体和制度安排方式，制度安排的动力机制和调控机制，政府在制度安排中的角度和作用、劳动力转移和人口流动方式，资金转移和投入方式等方面分析比较上述两种城市化模式的制度特征及其差异。

| Abstract: | Urbanization form above and urbanization from below are two types of Urbanization appearing during the period of planned economy and market economy innovation in China. Both are of remarkable Chinese characteristics. This paper analyzes and compares the characteristics and difference between the above mentioned two types of Urbanization based on modern new system economy from the view of the order of constitution , supply of main part, mechanism of initials and control ,the government role and function , manpower transfer and population flowing, capital floating and ways of invest. |
