| 摘 要： | 目前,我国住房福利政策还不够完善,中低收入者住房福利模式的建设与完善工作非常必要.在城镇范围内,住宅这种特殊商品的供给还不能满足住房者的有效需求,城镇"双困"人群的住房问题没有得到根本解决.因此,城镇低收入家庭的住房问题将长期存在,需要政府的高度重视,制定出科学、合理、可行的住房政策,对之加以研究和解决,并且在社会发展的不同时期,根据住房问题的特点和各地实际情况,适时地对住房政策做出调整,才能保证社会弱势群体的住房权益得到保障.
