| 摘 要： | 政治文明理论的提出是对马克思主义文明学说的重大发展。“法治”既是一种依法治国的制度体系与政治实践。又是一种以“人权”、“民主”等为终极目标的治国理想。从实践的层面来看，法治国家是现代政治文明的重要依托；从理论的层面来看，建设法治国家是政治文明建设的首要目标。现代政治文明是法治国家的内在精神，发展政治文明是建设法治国家的必由之路。发展政治文明与建设法治国家，这个两位一体的任务是我国社会主义现代化建设的重要内容。

| Abstract: | Political civilization theories are proposed as important development of the civilization doctrines in Marxism. "Governing according to law" is not only a system and political practice in administering a country according to law, but an ideal for administering a country with "Human right" and "Democracy" being the ultimate goals. Seen in terms of practice, modern political civilization relies to a great extent on a country governed by law. Seen in terms of ideal, the construction of a country governed by law is the first-priority goal of political civilization construction. Modern political civilization is an inherent spirit of a country governed by law and the development of political civilization is the only way to construct a country governed by law. The development of political civilization and the construction of a country governed by law play an important part in the socialist modernization construction in China. |
