| 摘 要： | 由于政策因素影响很难量化，给政策选择带来困难。本以经济理论为基础，在对技术出口贸易发展的影响因素进行分析、归类并适当量化的基础上，用简单的回归模型及残值分析方法，初步测算我国各类技术出口政策法规的作用，为科技体制改革中进一步的政策选择提供参考。

| Abstract: | We can not select policy easily because of the difficulty of quantitating the consequences of policy. Based on analysis, category and quantitating of influencing factors, this article tries to weigh the consequence of technology export exactly using regression model and residual analysis. And then put forward significative suggestion for further policy-decision of Chinese reform of S&T system. |
