| 摘 要： | 黄武元年(公元222年)孙权称吴王以前是东吴的早期，这个时期的东吴政权可以称为幕府政权，其中央机构主要是幕府，地方机构的特点是多用武将为郡县长官。幕府政权是孙策、孙权迫于当时的形势建立的，它虽然在孙氏稳定江东的过程中起过一定作用，但随着孙氏势力的扩张，幕府中央机构的弊端也日渐突显。直到孙权称吴王以后，孙氏才废除了这套机构，彻底解决了政权建设问题。

| Abstract: | The early period of the Wu Dynasty meant the period before the first year of Huang Wu.The General Office was the central organization,and the local officials were mostly military officers.The General Office played a certain role in the estabishment of the Wu Dynasty,but its disadvantages increasingly appeared with the expansion of Sun Quan's force.This system was abolished after Sun Quan became the king of the Wu Kingdom. |
