| 摘 要： | 在回顾内陆核电开发利用的发展历程的基础上，选取彭泽核电项目为例，通过从发展需要、技术选择、生态影响和风险沟通等角度展开分析，对内陆核电的技术安全性和决策过程进行反思，进而提出我国内陆核电开发利用应当遵循审慎稳妥、开源节流、公平公正、公开透明的原则。

| Abstract: | After reviewing the development of inland nuclear power, this paper, taking Pengze nuclear power project as an example, analyzes from various aspects （needs of development, technology choices, ecological impacts and risk communication）, reflects the safety and decision-making process, and then puts forward the principles that should be followed in the employment and development of inland nuclear power. |
