| 摘 要： | 针对互补要素创新缺乏协同这一影响企业信息化绩效的重大现实问题，本文在分析全面创新与企业信息化关联模式的基础上，基于全面创新理论构建了企业双层协同信息化战略模式，并从要素组成、要素创新协同关系、实证案例三方面诠释了这一战略模式。

| Abstract: | A great hurdle of firm's information performance is that complementary factors lack synergy in innovation.This paper analyzed the relationship model of total innovation and it strategy and put forward a two level synergic IT strategy.We explained the factor component,factor synergic relationship of this model and testified it through case stuy. |
