| 摘 要： | 收集现有科技政策作为研究样本,从政策工具维度、科技活动维度和科技政策层面三个方面入手构建科技政策分析的三维框架。利用该框架对现有科技政策进行具体分析,总结出现有科技政策在需求型政策上的缺失和相关科技政策统一管理力度等方面的不足,并针对这些不足提出建议和展望。

| Abstract: | This paper collect existing science and technology polices as a research sample. Build a three-dimensional framework of science and technology policy analysis which based on Policy tool dimensions, the dimensions of science and technology activities, and the gradation of science and technology policy. Analysis existing science and technology polices based on the framework and make summary. The existing polices are short in the Demand-based policies and Unified management. Positive suggestion and outlook are made. |
