| 摘 要： | 改革开放以来,一方面,广大人民的生活水平有了普遍的提高,另一方面收入差距却明显增大。相当一部分劳动群众的收入提高相对缓慢,尤其是从事以体力劳动为主的工人、下岗工人、广大的农民以及缺乏劳动能力的困难群众,他们处在较低的生活水平上。必须采取积极有效的分配措施,提高广大劳动群众的生活水平,使他们也能尽快富起来,让改革的成果恵及广大人民,这是构建社会主义和谐社会的必然要求。

| Abstract: | Since reform and opening,there is not only a general improvement on people's living standard,but also a noticeable widening income gap.And even the trend of polarization appears.A fair proportion of people is at a position of relative impoverishment and become poor.It is the inevitable desire to construct a harmonious socialist society,which is taking an active and effective allocation measures to make the poor be rich as soon as possible and the popular share the fruits of reform. |
