| 摘 要： | 陕西提出2020年实现全面建设小康社会“三步走”的战略目标,其难点和关键在于对农业、农村、农民问题的根本解决。必须通过改革社会保障体制,建立起“城乡有别、梯次发展、渐进统一”的覆盖城乡全体居民的社会保障体系,消除城乡分割的体制性障碍,有序推进农民向非农产业转移,最终带动“三农”问题的根本解决。

| Abstract: | Shaanxi proposed the strategic objectives of "three steps" to achieve an all-around comfortably off society in 2020.The difficulty and key lie in the thorough settlement of the problems concerning agriculture,countryside and farmers.By means of reformation,the social security system is to be established through "differentiation between town and country,gradient development,and gradual universality" so that all residents in urban and rural areas are to be covered,eliminate the systematic barrier between town and country,systematically facilitate farmers enter non-agricultural trade,and eventually facilitate the fundamental settlement of the three problems existing in rural area. |
