| 摘 要： | 信息系统开发项目具有很高的失败率，绝大多数项目不能在预算内按时交付满足用户需求的系统。本文从系统开发过程是一个社会技术系统这一观点出发，基于组织变革的社会——技术模型对信息系统开发项目的风险因素进行了系统的分析，为信息系统项目管理者有效的识别和控制项目风险提供借鉴。

| Abstract: | The failure rate of information systems(IS) development projects is high .Most IS projects can't be completed on time,within budget,and meet users'needs.From the view that the process of system development is a socio-technical system,this paper systematicly analyzes the common risk factors of information systems development projects based on the socio-technical model of organizational change,which helps IS project managers to identify and control project risks effectively. |
