| 摘 要： | 中共中央、国务院印发的《国家中长期教育改革和发展规划纲要（2010—2020）》（以下简称《纲要》）明确了我国未来10年教育改革发展的战略蓝图、主题、重点和举措，确定了“优先发展、育人为本、改革创新、促进公平、提高质量”的20字工作方针。《纲要》自始自终贯穿着一条红线，这就是坚持教育的人民性。

| Abstract: | China Long-term Education Reform and Program Outline(2010-2020)(Outline in short) issued by The Central Committee of the Communist Party of China and State Council,makes clear of the strategic blueprint,theme,emphasis and moves of national reform in the next ten years.It also defines twenty-word policy,that is preferential development,on human-being educated basis,reform and innovation,fair and equal,improving quality.What is the outline sticks to all through is affinity with the masses of education. |
