| 摘 要： | 秦朝是中国历史上第一个统一的、多民族的封建国家，它所开创的一套中央集权的官僚体制对后世影响深远。秦在统一前顺应历史发展趋势，不拘一格引进先进人才，彻底改革官制，对增强国力和统一全国发挥了极其重要的作用。它所实行的客卿制、郡县制、上计考核制，尤其是商鞅变法后推行的军功爵制对完成秦的统一成效显著。

| Abstract: | In Chinese history the Qin dynasty is a first unified, multi-ethnic feudal country. It founded a set of centralized bureaucrat system that affected profoundly to the later generation. Qin complied with the historical development tendency before the unification, introduced the advanced talented person without restraint of style, reformed drastically the government system, all that had played the extremely vital role to enhanee national strength and unify the country. It implemented the systems of non-native official invited to serve at court, prefectures and counties, on to count the inspection ,and the system of the military exploit jue after Shang Yang introduced reforms. All these achieved remarkable success to completes Qin＇s unification |
