| 摘 要： | 在我国法律的发展中，随着立法行为在社会需求中的增大，地方立法也在发生着不可逆转的变化，主要是地方立法权从浑然一体的各种国家权力中分离出来，形成了一种与行政权、司法权并驾齐驱的自我存在的权能。经过多年的不断探索，我国也形成了一种全新的立法体制，地方立法与中央立法已成为我国立法体制中互为补充的重要结构模式。当然，在现行体制模式和立法权限划分上，还有许多方面有待于完善和发展，本文仅就优化地方经济立法权的问题做一探讨。

| Abstract: | In the development of the state law, along with the raising of the lawmaking requests in the society, the local lawmaking are changed irrevesibly with the major characteristic of departing from various state authorities and forming an independent authority which shares the social responsibilities with the administrative and judicial powers. After years of exploit, our country has set up a brand- new lawmaking system, in which the local and central lawmaking are becoming two important components and can reinforce with each other. However, there are still a lot of aspects which need to be made perfect and developed as the present system models and the division of the authority powers are concerned. The article just focuses on the optimization of the local hwrnaking and would make a survey on this respect. |
