| 摘 要： | 在自然垄断领域 ,国有抑或民营 ,都只是经济运行中各国政府出于实用主义政策选择的结果。国有企业并不必然代表公共利益 ,民营企业也未必损害公共利益 ,协调企业与公众利益的关键在于能否建立有效的竞争机制与规制重构。

| Abstract: | In some monopoly industries, both state- owned enterprises and private enterprises are the realistic choices of the governments in economy development. SOES couldn't inevitably stand for public interests, private enterprises couldn't inevitably damage the public interests. The key to coordinate the relation between the enterprises and the public interests lies in building the institutions of effective competition and regulations. |
