| 摘 要： | 公共性是政府的根本的、第一位的属性,这是理论上的应然政府,但在政府的实践中,政府又具有“经济人”的一面,偏向于对“自利性”的追求,这是政府公共性的应然与实然的矛盾。如何化解这一矛盾,让政府的公共性得到应有的展现,找回政府公共性的本真,是我们要予以不断探索的目标。从行政伦理的维度看,应该从两个层面加以考虑,一个是政策法规层面,即制度层面,另一个是行政主体的伦理道德层面。

| Abstract: | Publicity is the essence of our government. This is the "ought-to-be" government in theory. But as the government is also manager of the economy, it pursues self-interests in practise. This is the contradiction between "ought-to-be" and "is-to-be". Therefore, it is our goal to solve the problems properly to build a transparent government. From the view of administration ethic, we should take two factors into account: one is policies and rules, another is ethic and morality of the administration. |
