| 摘 要： | 实践中,总馆分馆制的运行效率大多低于一校一馆制,其制约因素可以是源于体制外部和体制内部的既定性制约因素,也可以是源于体制内部和体制运行过程中产生的非既定性制约因素,因而提升总馆分馆制的运行效率,应从优化原始设计制约因素和弱化制度运行过程中出现的制约因素两个方面入手.

| Abstract: | The running efficiency of the general-sub library system is much lower than that of one library one school. The restricting factors on efficiency result from either internal and external fixed restricting factors in the system or the non-fixed factors arising in the operation of the system. So raising the original design efficiency of the general library and decreasing the non-fixed factors both are necessary. |
