| 摘 要： | 目前,科研管理中存在着管理观念较为滞后、过程管理意识淡漠、管理制度有待完善等问题。要解决这些问题,需要强化规划意识,提高科研品质;加强队伍建设,丰富管理内涵;采取有效措施,改善管理方式。同时,通过形成诚信规约、变革评价方式、强化经费抓手等方式,建立良好的科研管理监控机制,进一步提升科研管理质量。

| Abstract: | Currently there exist some problems with scientific research administration, such as stagnant administrative ideas, weak awareness of process administration, and imperfect administrative system. To solve those problems, awareness of programming needs to be reinforced for a higher quality of scientific research. Staff construction needs to be strengthened for a rich administrative connotation. And effective measures needs to be employed for an improved style of administration. Meanwhile, by forming credible stipulations, innovating assessment styles, and increasing expenditure, favorable monitor mechanism of scientific research administration can be established to further promote the quality of administration. |
