| 摘 要： | 开放大学是在优化整合高等职业教育、远程开放教育、自考、成人高考、社区教育等各类教育资源的基础上建立起来的新型大学。其基本理念是“远程开放”。《现代远程开放教育法》可以规范和调整开放大学的办学行为，而且开放大学必定是《现代远程开放教育法》调整的着力点和核心。
